Call for the Reorganization of the Manassas & Manassas Park Cities Democratic Committee for the 2020-2021 Biennium

CALL FOR LOCAL COMMITTEE REORGANIZATION
Manassas and Manassas Park Cities Democratic Committee, Wednesday, January 15, 2020, 7:30 PM, Manassas City Public Works Building

Pursuant to the authority provided by the Virginia Democratic Party Plan, the Manassas and Manassas Park Cities Democratic Committee (MMPCDC) hereby calls an assembled caucus beginning at 7:30 pm on January 15, 2020 at the Manassas City Public Works Building Conference Room, 8500 Public Works Dr., Manassas VA 20110.   The purpose of the caucus will be to elect the members and then the officers of the Manassas and Manassas Park Cities Democratic Committee for the 2020-2021 biennium.

I. Candidate Filings:         

Each person seeking election as a member of the Manassas and Manassas Park Cities Democratic Committee shall file a membership application form with a Committee Co-Chair prior to the start of the caucus.   Persons seeking election as an officer (chair or co-chair, vice chair, secretary, or treasurer) should notify a Committee Co-Chair prior to the caucus.

Membership application forms may be obtained from a Co-Chair by email at [email protected] or can be downloaded at the committee’s website, www.manassascitydemocrats.org or www.manassasparkdemocrats.org

The application form and the $25 filing fee must be received by 5:00 PM EST on January 15, 2020 by either U.S. Mail at P.O. Box 4041, Manassas, VA 20108; by email at [email protected]; or by personal delivery (call 571-358-9893 to arrange).  Alternatively, applications may be submitted in person at the reorganization caucus between 6:30 pm and 7:30 pm.  The $25 filing fee may be paid in cash, by personal check, or by credit card at our secure ActBlue webpage.

Individuals who cannot afford the filing fee may obtain a confidential waiver by contacting a Co-Chair.

II. Notice:

The Manassas and Manassas Park Cities Democratic Committee shall provide notice of this reorganization by placement of a general notice of the meeting, specifying the caucus date, time, and location, along with this Call, on the Democratic Party of Virginia and MMPCDC websites; by email notification to the 2018-2019 members of the Manassas and Manassas Park Cities Democratic Committee; through a press release provided to all relevant online publications of general circulation in Manassas and Manassas Park; and through other reasonable means that will disseminate information about the caucus to registered voters in Manassas and Manassas Park Cities. In addition, reasonable actions shall be taken to promote participation in the caucus in accordance with the Affirmative Action provisions of the Virginia Democratic Party Plan.

III. Participation:

Every Democrat who is a registered voter in the Cities of Manassas or Manassas Park is urged to attend and participate.   Each participant must sign a written declaration the he or she:

  • Is a Democrat and not a member of any other political party;
  • Does not intend to support any candidate who is opposed to a Democratic nominee in any general or special election during the 2020-2021 biennium;
  • Is registered to vote in the Cities of Manassas or Manassas Park.

Affirmative Action:

It shall be the duty and goal of all members of the MMPCDC to seek out and encourage the broadest possible participation within the committee, and in its membership, of all duly qualified citizens without regard to race, sex, age, religion, national origin, sexual orientation, gender identity, ethnic identity, disability, or economic status.

IV. Conduct of Caucus

The doors to the caucus will open at 6:30 pm and will close at 7:30 pm, and no further persons will be permitted to enter.  Those in line at 7:30 pm will be permitted to complete the check-in process and participate.

A Co-Chair of the MMPCDC, or his or her designee, shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Officers of the Caucus as is deemed appropriate. The MMPCDC will prepare Temporary Rules for the Caucus.  Participants will adopt permanent Rules for the Caucus.
